Background

What is the Driver CPC?

YKB stands for professional driver competence. The requirement came with the Swedish Act (2007:1157) on professional driver competence, which is based on an EU directive, and applies to you if you carry out transport with category C, CE, D and DE. The purpose is simple: safer transport, lower environmental impact and a profession that keeps pace with new rules.

The rules have applied since 10 September 2008 for bus drivers and 10 September 2009 for drivers of heavy lorries. The certificate is issued by the Swedish Transport Agency, looks like a driving licence and must be available to show on request – without it you may be fined.

The requirements apply throughout the EEA, that is the EU member states plus Norway, Iceland and Liechtenstein. Drive abroad and the same certificate applies.

    You are covered by what are called acquired rights and are exempt from the initial qualification. You take the 35-hour periodic training and receive your Driver CPC on completion – with no exam.

    The certificate is valid for 5 years. Take the training before it expires and you keep driving without a break. If you have already done some modules, you only take the ones you are missing.

    The periodic training consists of five modules of seven hours. With four done, you only study the one you are missing – you choose which when you register.

  • You are new to the profession and hold no C, CE, D or DE

    The initial qualification comes first

    Besides the licence you need an initial qualification of 280 hours, ending in a theory exam. There is also a shortened initial qualification of 140 hours if you are 21 (lorry) or 23 (bus). We will help you plan the route there – call us and we will go through what applies in your case.

The five modules

The periodic training is 35 hours spread over five modules of 7 hours. You can take them in whatever order suits you, and spread them out over time as long as all five are done within five years.

    For lorries: load securing, weights and load distribution. For buses: passenger safety, conduct and the particular rules for carrying people.

    Driving and rest times, tachographs, professional traffic legislation and the checks you may meet on the road.

    Seating position, lifting technique, diet and sleep – what decides how the body holds up over a whole working life behind the wheel.

    Risk assessment, acting at an accident or near miss, and how you represent the company towards customers and other road users.

Exemptions

When is no Driver CPC required?

The law lists a number of situations in which the Driver CPC requirement does not apply, even though the vehicle requires C, CE, D and DE. Not sure whether your work is covered – call us; it is a common question and quick to settle.

Legislation and sources

The rules are in the Swedish Act (2007:1157) and Ordinance (2007:1470) on professional driver competence. The Swedish Transport Agency is the authority that issues the certificate.

  • Vehicles that may not be driven faster than 45 km/h
  • Vehicles used by the Armed Forces, the Coast Guard, Customs, the rescue services or the police
  • Vehicles being road-tested or moved in connection with development work, repair or maintenance
  • New or rebuilt vehicles not yet put into service
  • Driving in emergencies or during rescue operations
  • Practice driving for a licence, and driver training for a Driver CPC
  • Non-commercial passenger transport, and goods transport for private use
  • Carrying material and equipment you use yourself at work, when driving is not your main occupation

What we are asked most often before someone books their training.

What is the Driver CPC and who needs it?

How often must I take the periodic training?

The Driver CPC is valid for five years. To renew it you take 35 hours of periodic training, divided into five modules of seven hours. No exam is part of the periodic training.

Can I take just one module?

Yes. If you are missing a single module you study it separately, seven hours with us. You choose which module when you register and we put you in the right group.

What happens if my Driver CPC expires?

You may not drive a heavy lorry or bus professionally without a valid certificate. If it has expired you take the 35-hour periodic training and a new certificate is issued, valid for five years. Get in touch in good time and we will find dates that work.

Must I carry the Driver CPC when I drive?

Yes, the certificate must be available to show on request. Without it you may be fined. Exemptions apply to, among others, vehicles that cannot be driven faster than 45 km/h, emergency vehicles and non-commercial driving.

Is the Driver CPC valid outside Sweden?

Yes. The requirements are based on an EU directive and apply throughout the EEA – the EU member states plus Norway, Iceland and Liechtenstein.

I am new to the profession – is the periodic training enough?

No. If you have not previously held C, CE, D or DE you first need an initial qualification of 280 hours with a passed theory exam. If you are 21 (lorry) or 23 (bus) there is a shortened initial qualification of 140 hours. Call us and we will go through what applies to you.
